The story of Toyata and GM's joint plant in Oakland (http://www.thisamericanlife.org/radio-archives/episode/403/nummi http://www.thisamericanlife.org/radio-archives/episode/403/n...) had the opposite experience. GM workers did a shoddy job to keep up with the line, and Toyota improved build quality by allowing line workers to refine the process. The upward feedback from the line was the important part.
