In countries in Europe (such as Switzerland) where all citizens are issued some form of National ID this isn't an issue. In countries such as the US, or the UK, where forms of government ID are common but not universal, passing laws requiring ID verification to vote is voter suppression. In the UK there were 28 counts of election fraud at the 2017 election, a rate of 0.000063%.
