Not in the world/culture/political/economic system we have developed into. There are only two ways to get things done. 1. Companies develop/supply a "product" because they can profit from it. 2. Companies are forced or subsidised by governments to supply a "product" they wouldn't otherwise be able to do for a profit. It seems that only option 2 would be applicable here.
