to a certain extent. hence i am not allowed to infect other people knowingly with HIV. or drive on a sidewalk. or fire guns at a school. or drive drunk. list goes on. not even sure about the flu/colds, presumably that is more a problem of proving guilt rather than liberty. it isn't binary but a fine-tuned probability. i don't see a problem not allowing riskier than usual (i.e. increasing the probability of infection) behavior.
