Yeah. I might not have as much issue with it, but the courts sometimes order you to use one. It is essentially a tax on being arrested at that point. You can get forced to use one, have your charges dropped or found not guilty, and then not get your fees. Then again, you'll have administrative fees taken out even if you pay out of pocket.
