  Where I live, the local roads are paid for by property taxes. County and state roads are funded by a mixture of tax sources, and bikes are forbidden on expressways. But money is fungible, meaning it's hard to pin down what money is used for what. A lot of what consumes road funding is the damage to roads caused by heavy trucking. Also, cyclists largely avoid roads that carry a lot of motor vehicle traffic.
