While the poems themselves may be copyrighted by others, the editor (presumably getting license/permission from copyright holders of said poems) organizes the poems in the anthology. The resulting work is copyrightable in its own right. Check out the link below and the copyrights on each anthology.   Different from this case, anthologies imply curation which is a legitimately creative act.
