I have a 3960X on Gigabyte Aorus Master with an RX480, 1080 Ti, X520 NIC, 3x SSDs, and my total-system idle on Linux is 180–210 W. I do agree that the high idle is frustrating, as it dumps a lot of heat into the room.

That's high! I would expect around 100W without the NIC and the second GPU. But it's high even when accounting for that. You could undervolt slightly, it usually results in less power consumption and higher performance as a result of lower temperature.
