  Seattleite here. It's a common thing that people who move to Seattle experience and can describe. I've experienced it as well and ended up mostly making friends with people I worked with, who themselves were from out of state. I don't know if it's a phenomenon that has been really seriously studied, though, but it's well known to people who live here.
