  Combine it with the >> crazy traffic congestion It matters. I once pulled out of the Sutter-Stockton garage and sat in traffic for a full hour without getting to the end of the block.

    Why were you driving in downtown in the first place? It's one of the few parts of the city that are well served by transit.
