If I give you 100 bucks and you give me back 70 and tell me to use it to buy a new chair, who's paying for the chair? I'm not talking about all funding obvious

If I give you 100 bucks and you give me back 70 and tell me to use it to buy a new chair, who's paying for the chair? I'm not talking about all funding obviously! I'm talking about funding in countries who are net contributors. Of course Poland Hungary and all are getting a great deal.
