A manual would be handy, I agree... For the habitats, you need to hook up power and thermal pipes. As long as you connect the habitats together through the white tubes, they only need one hookup with electric/thermal for the entire site. It seems to take ~ a month in game time for the increased habitat capacity to show up in the 'Population...' menu.
