PLA really is a mess. So many of the containers and things made from compostable (but only in high temperature industrial composts) plastics are so poorly labeled that even if you're trying very hard to do the right thing, you're going to make a mistake and put bioplastic into the plastic recycle stream. There really needs to be legislation to make the labelling of these items much more consistent, and also better education for the consumers of what to do with it.
In San Francisco, we have one of the better recycling programs in the country which diverts a huge percentage of waste [1], but just watching people in any public or commercial space here you can see that no one can manage to pick the right bin from the three: landfill, recycle, and compost. I've taken the in person tour at Recology [2] (which is now virtual). It's fascinating what technologies they can use to sort the single stream recyclables, but compostable plastic often looks and feels just like petroleum-based plastics, and it really screws up the quality of the recycling. Non-compostable stuff in the compost can be separated a little easier, but it's not great.
