Through various channels I've seen a lot of stuff like this happen, it is the norm especially in Ontario. There is no real accountability in our Provincial government, and the ministries tend to do more or less as they please, and enable it retroactively through the legislature if it looks like they may get sued. They're not accountable for their budget approvals, or to follow their own regulations, so the main thing limiting them is whether the public is familiar enough with what their actions mean to be disgusted.
