I think enforced mask wearing and 100% reopening makes the most sense. I mean it's a compromise, we have to sacrifice, some will die, but not as many, and the virus will still spread (not as far), but the economy suffers less. The only restriction maybe bars/restaurants having less patrons at a time, due to removing said mask while eating/drinking.
