Doing anything completely open on the internet invites spam and misery. This program would be better off just sponsoring projects instead. Otherwise use opt-in repos and invites/approvals of people who want to work on them, or other rules like limiting new accounts and personal repos. The first improvements this October should be to the hackathon itself.
