Even if it's somewhat arbitrary which kind of gatherings are still allowed, forbidding half of the gatherings still has an impact on the transmission rate. Which means if you cut out bars but allow churches (max 25 persons in Quebec btw), you still cut down a lot of spreading. I don't agree with keeping religious gatherings, but it doesn't mean there is no science behind these decisions.
