Instead of throwing a little money at everybody, completely fund the remainder of careers at the functionally obsolete/long-term disabled/otherwise unhirable. Then create incentives to hire these individuals that outpace offshoring/outsourcing/automation. Either they get a good job that replaces what they lost, or enjoy getting what their career promised - including sizable wage increases.
