  Since cities aren't responsible for the other ones, any city-level experiments are layering this on top, though in some cases existing programs may treat the funds as outside income and cut benefits in response (which is one reason city-level experiments cannot really test UBI without higher-level cooperation; usually, directly state but for some programs the state would also need federal buy-in.)
