The "it's not HTML/CSS" is an advantage, not a disadvantage. I feel comfortable saying this because I developed for the web, professionally, for the last seven years. I don't do that anymore, now that my job is has me writing in Swift and against the Metal and SwiftUI APIs.
There are some things the web does way better, including not being stuck under the confines of the App Store. Having said that, just ignoring Flutter and SwiftUI will not work.
(Incidentally, I spent nine months working on a system that provided a similar set of features in a browser using canvas. I gave up on it as the pandemic hit: https://github.com/maxharris9/layout https://github.com/maxharris9/layout)
