Detectors are much much much cheaper to build than transmitters, humanity will never build a detectable gravity wave transmitter unless a new breakthrough on the scale of quantum mechanics is discovered or we have access to many orders of magnitude energy than we have today.
The main problem is how weak gravity is, two electrons have a greater influence on each others movement than two 1 kilogram objects at the same distance has. So unless we figure out a way to decouple gravity from mass we will never solve this problem, and doing that isn't possible with the theoretical physics we have today.
