Then it is even more ridiculous. USCIS is backlogged and takes 6 months for routine applications. More so, students cannot stay enrolled "indefinitely"; the I-20 generated by USCIS has an expiry - generally the duration of the program or maybe a year longer - but never indefinite. Even if there is a need for such a proposal why not set it to the general duration of the program + 1 year, which is 5 years for Bachelors, 3 years for Masters and so on?
