I don't know about movies, but I worked on construction sites for 5 years. OSHA never showed up. Our understanding was they don't show up unless there is a fatality. I've done the OSHA 40 hour training and even had a reportable OSHA incident (minor cut finger on a soil density gauge that got infected and required antibotics), I never heard from the agency.
