I think the issue is that people who move to these places are largely unaware of the specific issues when they make the decision to move. I know it sounds ridiculous that someone wouldn't understand that moving next to a naval base would put you under a flight path, but I'm sure it happens. (It would be kind of embarrassing to admit to that as well).
