Keeping api closed on Gpt3 may actually be helping the spread of misinformation due to nation states being forced to rely upon actual humans, which presumably would be better at generating misinformation. While not as scalable, troll farms are able to persist due to the lack of access to gpt3 by mal actors. This however assumes that gpt3 generated text is easier to spot than human generated text.
