Yea you are right, purchasing software would present different challenges because you would have different types of users. My frame of reference was for companies that design their own in-house software but it still sucks. I work at a large insurance company and our claim software was designed in-house and it is just the worst thing ever. Same experience when I worked at a large rental car company.
