I think the phrase you extracted seems a bit misleading. Only accepting patches from known maintainers is actually a perfectly valid way to operate in my opinion. It's not like it is not maintained anymore.
- anarazel 6y agoThought the same at first, but there's a second clearer paragraph more in line with the title: > In order to keep SQLite completely free and unencumbered by copyright, the project does not accept patches

I guess the full picture is, they do not want to have code included in the codebase from random people due to potential copyright issues. The title in my opinion implies that SQLite is not getting any patches.
