My guess is that it means Microsoft is the only one that gets direct access to use the model itself, everyone else is forced to go indirectly through the OpenAI

My guess is that it means Microsoft is the only one that gets direct access to use the model itself, everyone else is forced to go indirectly through the OpenAI api, with all of the limitations that entails.
