That's already happening with modern JDKs and GCs; as of JDK 12, G1 uncommits unused heap eagerly (see https://openjdk.java.net/jeps/346 https://openjdk.java.net/jeps/346), and the parallel GCs Shenandoah and ZGC do the same.
