Not necessarily. Some infrastructure providers build P2MP (point-to-multipoint) fibre topologies with passive splitters. Which means that there's a shared medium once again for some part of the way to the next switch/router. As I understand it, if one device does not honour the assigned timings and sends constantly, then this would result in the same problem as with the malfunctioning TV.
