There's not even any agreement today about it, look at the contradictory answers I'm not surprised. Is there even agreement on the definition of technical? How can we know if anyone is technical, let alone Steve Jobs? Also, his partner was Woz. One has to be a bit more than "technical" to have it make sense to take a design from Woz.
