I’ve seen plenty of garbage properly disposed of find it’s way out of the litter bin. I’ve seen it when homeless go through the bins. I’ve seen it when the bins are being changed out and a careless worker spills a bit. I’ve seen the wind take it out if the bin is a little too full. I’ve seen raccoons make a mess. I’ve seen drivers bump bins and spill their contents. I’ve also seen that happen at fast food restaurants. And, having worked fast food, I’ve seen employees of such do some pretty spiteful and pointless things. I’m fine with extremely hefty fines for those who happen to get caught. I’m not fine with fines based on such flimsy evidence as a printed wrapper.
