It's only the worst measure if you're not using N95. KN95 and even some US made N95 are available now. If you assume everyone would wear a high quality mask, effectiveness may be over 90%, higher than some vaccines.
I have a box of 100 CDC tested KN95 I've been giving out. They failed testing for medical use by 2% (93 instead of 95% of particles blocked), so they aren't reserved for medical workers but they're damn close to as good
