The journal Science just published an article on gerrymandering with a similar argument. It's appealing to mathematically "solve" gerrymandering, but "The most important decisions in devising an electoral map are grounded in philosophical or political judgments about which the technology is irrelevant. It is nonsensical to completely transform a debate over philosophical values into a mathematical exercise." The article has a nice diagram showing how gerrymandering works as well as a discussion of the various conflicting goals.
