If you want something that runs 100% locally with a persistent environment, take a look at macOS-Simple-KVM [0]. With some trivial tweaks in virt-manager as well as the guest OS, you can easily create a local macOS VM that you can SSH into from the host machine (EULA concerns still apply). This also allows you to pass-through devices such as USB devices or a secondary GPU to achieve near-native graphics performance in your macOS VM.
