Unless Debian has systematic discrimination for race or gender or whatever, I don't think there is a need to focus on "diversity" for its developers, NBA is a good example there and nobody complained. Improving certain area is fine, put it a priority for problems non-exist will do more harm than good. You do it because you like it or need it, not because of where you are from or who you are. And yes $900K should be used to improve the situation, there might be some great developers actually need the money, or the money can get more young developer to start in debian.
