Germany is not under “perma-panic”. Your characterisation of what’s going on in the world is so weird. It’s not true that there weren’t any measures in Sweden – there were quite a few – and it’s also not true that countries like Germany are still in lockdown. They are not. Only the US with its absurd mishandling of the virus is in this self-inflicted state of permanent-panic.
