This is dilemma of sanctions in general. Sanctions de-fund an entire export system. Obviously this includes both the workers as well as the higher layers of the industry. If that specific industry is misbehaving according to some standard, it can elevate voices within that industry that can see to that change. It only works if the change desired is less costly that business profits lost (to the decision makers). Hopefully someone is doing that calculation in DC. Sometimes it works, other times it doesn't because they simply find a different buyer, and other times it's not even meant to work - it's just a virtue signal and hand out to domestic producers.
