While your interpretation of the phrase is interesting i think there is something as to much interpretation. Reimplementation of existing software (what all those projects aim for) doesn't work that well with an iterative process. It might be one of the things where a waterfall like approach is appropriate. The requirements literally don't change. So it doesn't make sense to maintain 3 different waterfalls (or a 4th if you count Apaches efforts) and people working together (not that manly) would have a better chance catching up the monolith that get's copied. I find the saying on point.
