Did you read it again? "to CHECK your knowledge level" Doesn't sound at all to me like they're saying "read this and you'll be ready to learn React". More like "if you find any part of this overview to be confusing, you might find React confusing." Also, I learned enough React to be dangerous when I didn't know anything about reactive or functional programming. I imagine plenty of people have had the same experience.
