I'm confused, wouldn't FE be considered OEM?

  The terminology is a bit confusing: OEM in this context is referring to aftermarket (NVIDIA partners) cards. It's referred to as "OEM" because the aftermarket cards come from OEMs like Asus, EVGA, etc.
