For me it's the opposite. hcaptcha questions are usually atleast solvable, even if you get some parts wrong. Google usually wants me to solve 4-5 of the image questions, sometimes I just get fully blocked without explanation and can't solve further captchas. And that is on top of not having to give more data to google.
