It's not myth that they are really trying and having some effect. Soviet/Russian policy has been this way forever, they just haven't had the internet to be able to do it. The US does something like this in places like Eastern Europe. The support of Western Press outlets and agencies is very important in things like what is happening right now in Belarus, for example. When margins are very, very narrow, a populist issue can really move the needle. It's unlikely they have been directly succesfull, but they could be. Given what's at stake, it's a very serious issue.
