See, Steve Wozniak has given up on autonomous vehicles: https://www.extremetech.com/extreme/300927-steve-wozniak-no-self-driving-cars-in-my-lifetime https://www.extremetech.com/extreme/300927-steve-wozniak-no-...
See also, the magic roundabout in Swindon, UK: https://en.m.wikipedia.org/wiki/Magic_Roundabout_(Swindon) https://en.m.wikipedia.org/wiki/Magic_Roundabout_(Swindon) - I'd love to see a self driving car deal with this.
Still, as a philosophical question it has a fairly clear answer. Generally we go for decision-makers as those who are responsible for decisions made. There's a clear line between the vehicles and the manufacturers. The only way I could see it being construed as the drivers responsibility is if people are given control of the risk profile of the vehicle or if they eg install a custom unit to do the driving. Both seem insanely reckless, although I suppose that has never stopped such developments from taking place before..
