Seriously. Seems like electricity & water should be like back taxes in terms of "expenses that can be attached to a house". You shouldn't be turning off anyone's electricity or water (within reasonable usage) if they are still legally allowed to occupy the house. When that person is evicted, then just like I can buy foreclosed properties that have taxes attached to them, I may also have to pay for the electricity and water that was never paid.
