I always click such news because i know of some "Self-organizing Mobile Ad-hoc Networks based on Delay Tolerant Networking" (MANET-DTN) technology experimentations at german universities in the last years that use wireless and broadband chips in cellphones (with an app) to relay public service announcements and calls for emergency responders in situations like for example if the cell-tower is destroyed by an earth-quake.
