That sounds a little surprising to me. Are you sure that weren't even any government or university machines online before early 1995?

  All I'm trying to say is that Internet (Both web and email and others) has gotten way more hostile since then.

Those were the good day of Email. Pine or Elm all the way on Unix account on uni work stations only.
