A lot of this is more the result of poor planning by the city, and shouldn't be the burden of the property owners to resolve. Congestion is largely the result of over-reliance on cars for transportation which is inefficient. Rather than put limits on how I can use my land, the city should be planning infrastructure that supports more dense use. Portland has reasonable public transport and fairly good bike/ pedestrian routes.
