Why would you assume that a random clerk has the ability to opt you out of junk mail? If you want them to do that, you're going to have to lobby your representatives to ban them from doing so, and offer another source of revenue that makes the USPS sustainable. I agree that this would be a good thing, but you already see how politically difficult it is to keep the USPS running at all. Providing it more funding so it can stop relying on bulk mail seems basically impossible.
