I agree that experimenting on humans is unethical. Actually, let's put that a little more strongly... it's fucking evil. That said, people are going to congregate in groups, including large groups, no matter what any government says or does. It's not something governments can realistically prevent. A varying but significant percentage of the population of any country will simply do as they wish regardless of the risk to themselves or others. So if they're going to do it anyway, shouldn't we at least learn something from it?
